Cause:


An attempt was made to run an operation that required the ACCESS_CONTROL.ENABLED attribute to be set to TRUE, but its existing state was FALSE.



Action:


Set the ACCESS_CONTROL.ENABLED attribute to TRUE and retry the operation.
